Things probably would have been a lot easier if Bella just fessed up to her amnesia. I suppose the author still wants to keep those events a secret though and will put off the infodump until later.
I just had a thought, the third, mysterious party who was spying on Samantha and the Chief’s rendezvous is probably the leader of the saviors. She can match the other two in power and seems to want to keep her crush hidden from other people.
